The Immigration and Naturalization Service (INS) has proposed a new
rule that would require all individuals leaving or entering the
United States -- including U.S. citizens -- to provide certain personal
information to the government. The required data would include complete
name, date of birth, address and passport number. Such identification
requirements currently apply only to non-resident aliens. Public
comments on the proposed rule may be submitted until
February 3. (Jan. 7)
